Retire/rehire….that is, if you're in upper
management and part of the "GO ALONG TO GET
Geauga County Commissioner Bill Young stated that he, Mary Samide and Traci Jemison support the rehire of retiring Tim Taylor, Director of Jobs and Family Services. (Big surprise.) Young stated, “Tim has done a tremendous job,” when in fact, Mr. Taylor seems to have missed the mark in the most important aspect of his career.
Although his “rehire” is ensured, Director Taylor will be just one of a long line of predominantly “upper management” retire- rehires, including:
Commissioner Traci Jemison....Director of Emergency Services-Dale Wedge....Department of Emergency Services-Judy A. Oberstar....County Administrator-David Lair....Public Defender-R. Robert Umholts....Chief Building Official-Mike Mihalisin....Office of Community and Economic Development-Joni Sustek....Geauga County Board of Mental Health and Recovery Services-James Clark Adams (The highest salaried employee in Geauga County, $116,367.31).... Geauga County Board of Developmental Disabilities-Heidi Markt....Peggy Wieland....Cindy Brown....Vince Moleterno....Carole Mason....Jean Spangler....Mike Boyce....Geauga County Educational Service Center Superintendent-Matthew Galemmo....Treasurer-Lorri Petersen....Director of Psychological Services-Frank Scarano....Truant Officer-Walter Waldbauer....Special Education Director-Jake Rose, and the list of names goes on and on.
The Geauga Park District failed to respond to my request for this information. And there are several departments with so many names; they are struggling to produce a list.
But more to the point, the retire-rehire issue is less about money or about someone doing a tremendous job; it is about the negligent failure of leadership to mentor and prepare one’s staff to step into your role. These people are not irreplaceable; nobody is… they have either purposefully or carelessly failed to successfully mentor their staff.

Thanks Judy, you have made some excellent points that I'm quite sure no one has thought of.
I'm curious....were these jobs open to the public for all to make application?....or were they inside appointments?
For every position listed there must be hundreds, if not thousands, of people out of work who desperately need jobs.
How do these people get rehired? Favoritism?... nepotism?... cronyism?
If they had groomed and mentored someone under them to move up and be hired into their position after they retire, then a new job would be created to fill the vacancy of the person who moved up, creating job opportunities for others to apply for who may be out of work and behind in their mortgage.
WHY IS'NT GROOMING AND MENTORING BEING DONE?
Could it be GREED, CRONYISM, CONTROL, amongst the "go along to get along club"?
Sounds like it to me!!
The Commissioners and others in office say things like.... Oh, this person is irreplaceable.... or, like they stated above.... this person has done a tremendous job. They say these things to justify this type of practice.
That's bullshit Mary, Bill, and Tracy!!
You mean to tell me that none of the other county workers or other job seekers are smart enough or capable enough to do a "tremendous job"?
Are these people irreplaceable? Is their no one out there in this county or in the world good enough or smart enough to do their job as well or even better?....or is it really all about kissing Mary's, Bill's, and Tracy's asses and being part of the "go along to get along club".... which in my opinion is the mentality that greatly hurts Geauga County.... stifeling, stagnating, and weakening it.
No one.... and I repeat.... no one!!.... is irreplaceable!! And that includes YOU Mary, Bill, and Tracy!
Judy, I think you are right.... this is negligent failure of leadership to mentor and prepare their staff to step into these positions, due to cronyism, greed, and control.
THIS PRACTICE HAS GOT TO STOP!!
These double dippers are living in luxury off the public teat.
Give other people who need a job a chance!! Even if they are not kissing your ass or part of your club.
P.S. I wonder why the Geauga Park District didn't respond?
